Government sets out latest procurement plans
In a statement to Parliament on 12 October, Cabinet Office minister Louise Haigh MP confirmed plans to extend social value expectations to private utility companies operating essential monopolies, including energy, water and transport. It’s not yet clear whether a minimum contract value will apply before social value is assessed.
The expectations won’t be legally binding, but utility regulators will be able to scrutinise how companies respond.
The move could create opportunities for members that can demonstrate the local economic and social value of their work. Evidence of contributions to local employment, apprenticeships and skills development could help strengthen bids for utility contracts in the future.
