Proposal for Further EUDR Delays Confirmed

EU Commissioner for Environment Jessika Roswall announced today the intention of the Commission to propose a further one-year postponement of the EU Deforestation Regulation. This announcement came at almost the same time as last year’s postponement proposal.
If adopted, the Regulation would have become applicable on 30 December 2026, and on 30 June 2027 for micro and small companies.
At that stage, the Commission was envisaging a one-year postponement “to get the IT system capacity needed.” In a letter to the Euopean Parliament, Commissioner Roswall stated that they feared the IT system risked “slowing down to unacceptable levels,” which could have disrupted trade.
Commissioner Roswall denied that the Commission’s decision was linked to the EU-US trade deal or any other ongoing negotiations. She reported that the decision was linked instead to the risk of disruptions for EU businesses and supply chains.
In the same letter, the Commission listed “the obligations placed on downstream operators by the EUDR, despite efforts over the last months to provide simplification to stakeholders” as one of the factors leading to this decision. This position was in line with what Intergraf had expressed in recent months.
Unexpectedly, the Commission did not link this proposal to the current simplification initiatives (the Omnibus initiative). However, Commissioner Roswall noted that she would consult with the European Parliament and Council on simplification needs, implying that the Commission was open to more than just a postponement. Depending on the outcome of these discussions, there could have been further developments toward reopening the Regulation to amend or simplify certain aspects.
